Can a city waterfront be reinvigorated by the removal of a two-tiered highway? Regardless of the implications surrounding "reinvigoration" (who gains who loses), tearing the thing down would certainly be an aesthetic improvement. But more importantly, tearing it down would prevent it from killing dozens of people during an earthquake. Right?
